Refinance an Underwater Home in Arizona 2026: What Works When You Owe More Than It's Worth
Owing more than the house is worth blocks a regular refinance. Your loan type decides what is still possible, and what it costs to get back to workable equity.
The short answer
Sometimes. A regular refinance needs equity, so owing more than your home is worth usually blocks it. FHA streamline and VA IRRRL loans skip the appraisal and can work, a few lenders offer high loan to value conventional options, and a cash in refinance works if you can pay the balance down. Otherwise, waiting while you pay the loan down is often the smart move.
Yes, you can sometimes refinance a home that is worth less than you owe in Arizona. But a regular refinance will not work, because lenders need equity to approve one. The path depends on the loan you already have. If it is FHA or VA, you may have an easy route. If it is conventional, your options are narrower and you may need to bring cash. Here is how to figure out which situation you are in, with real numbers from Metro Phoenix.
What underwater actually means
You are underwater when your mortgage balance is higher than what the house would sell for today. Say you bought in Scottsdale or Phoenix in 2022 near the peak, put down 10%, and owe $480,000. If your home would appraise at $450,000 now, you owe $30,000 more than it is worth. Your loan to value ratio is about 107%.
Prices in parts of the Valley have softened, especially in condos and in newer subdivisions where builders cut prices. Our post on Phoenix condo prices at a three year low shows where it is worst. Most owners are not underwater. If you bought before 2021 or put down 20% or more, you very likely still have equity. Check before you worry. Look at recent sales on your street, and read our guide on how much equity you need to refinance.
Underwater is a math problem, not a verdict. Your loan type decides how hard it is.
Your options, by loan type
Each route has its own rules. This table gives the short version. Details change by lender, so treat it as a map.
| Option | Works when underwater? | What to know |
|---|---|---|
| FHA streamline refinance | Often yes | Only if your current loan is FHA. No appraisal required, and you must show a net benefit. |
| VA IRRRL | Often yes | Only if your current loan is VA. No appraisal, with a funding fee. |
| Conventional high LTV program | Sometimes | Limited and lender specific. Ask if your loan qualifies. |
| Cash in refinance | Yes, with cash | You pay the balance down to reach the allowed loan to value. |
| Wait and pay down | Yes | Costs nothing today. Equity builds as you pay and values recover. |
The old federal program that let underwater owners refinance, HARP, ended in 2018. Some lenders now offer newer high loan to value options for conventional loans, which we cover in our post on ReFi Possible and similar programs in Arizona. Not every borrower qualifies, and lenders set their own overlays, which is why asking more than one matters.
The easy routes: FHA and VA
If your loan is FHA, a streamline refinance can lower your rate without a new appraisal. That means your home value does not block you. You still need on time payments and a real benefit, such as a lower payment. Read the full rules in our guide to the FHA streamline refinance in Arizona, and see the U.S. Department of Housing and Urban Development's FHA loan page for program basics.
VA borrowers have the same advantage. An interest rate reduction refinance does not need an appraisal either. Details are in our post on the VA streamline refinance. Here is the catch for both: a streamline only makes sense if today's rates beat yours. Freddie Mac's survey had the 30-year fixed at 7.40% on October 8, so if you locked in 2022 or 2023 at a rate near 6%, a streamline would raise your payment, not lower it.

- Homeowners insurance (est.)$183

Estimates only, not a quote or a commitment to lend. Property tax uses Arizona's average effective rate and varies by county and assessment. Insurance is an estimate and Arizona premiums have been rising. HOA dues are not included. Your actual rate depends on credit, loan to value, occupancy, and program.

Get my real numbersThe cash in route, with numbers
If your loan is conventional and you want to refinance, the usual answer is to bring cash. The lender picks a maximum loan to value, and you pay down the balance until you hit it. On the $480,000 balance and $450,000 value above, here is what that looks like.
| Target loan to value | Loan amount | Cash you bring |
|---|---|---|
| 97% (very limited programs) | $436,500 | $43,500 |
| 90% | $405,000 | $75,000 |
| 80% (no mortgage insurance) | $360,000 | $120,000 |
That is a lot of money to put into a house that lost value. Do it only if the refinance itself earns the money back, for example by escaping an adjustable rate that is about to reset. Our post on the cash in refinance walks through the break-even math, and a mortgage recast can lower your payment after a big principal payment without a new loan, if your lender allows it.

Check my underwater refinanceBefore you spend a dollar, get a real value, not a guess. Online estimates can miss by tens of thousands in a market where prices are moving. Ask a local agent for a comparable sales review, or order your own appraisal if a lender will use it. If the true value comes in higher than you feared, you may be closer to a normal refinance than you thought. A five percent difference on a $450,000 home is $22,500, which can change the cash you need by that much. Also check whether you paid mortgage insurance on a low down payment. Once your balance falls to 80% of the original value, or your home value rises, you may be able to drop it without refinancing at all. Ask your servicer what their process is, because it varies.
When waiting is the smart move
If your rate is fixed and below today's market, you are not losing anything by staying put. You keep paying, your balance falls, and values in most of Maricopa County have recovered from dips before. Waiting costs nothing, and refinancing at 7.40% to chase a problem you can solve by time makes little sense. The bigger risk is an adjustable rate that resets, a balloon, or a job change that forces a sale. In those cases talk to a lender sooner, not later. Our post on anti-deficiency protection in Arizona explains how state law treats a loan if things go wrong, and the Consumer Financial Protection Bureau's home owner resources explain your rights if you are falling behind.
Shop more than one lender
Underwater rules vary from lender to lender, so an answer from one bank does not apply everywhere. A broker can ask several at once, which you can see on our loan programs page, and our process shows how we do it. If you decide to sell instead, browse what is available in your price range on Arizona Luxury Property Search. Get your numbers ready first: current balance, interest rate, loan type, monthly payment, and a rough value from recent sales within a half mile.
Honest caveat: this is the wrong strategy if you are more than a month behind on payments, since a late payment history shuts the door on streamline refinances and most other options. It is also the wrong move if you plan to sell soon, since refinancing costs will not pay back. Program rules and lender overlays change often, and the numbers here are examples, not a quote or an approval.

Frequently asked questions
Can you refinance a house that is worth less than you owe in Arizona?
Sometimes. A standard refinance needs equity, so a conventional loan on an underwater home is usually blocked. FHA streamline and VA IRRRL loans skip the appraisal and can work if you already have that loan type, and a few lenders offer high loan to value options for conventional loans.
What does underwater on a mortgage mean?
It means you owe more than the home is worth. If your balance is $480,000 and the home would sell for $450,000, you are underwater by $30,000, or about 107% loan to value.
Do I have to pay the difference to refinance when underwater?
On a standard refinance, yes. You bring cash to the table to reach the loan to value the lender allows. On FHA streamline and VA IRRRL loans, you generally do not, because no new appraisal is required.
Is it better to wait than refinance an underwater home?
Often, yes. Paying the loan down and letting values recover can restore equity without spending cash. If your rate is fixed and fair, waiting costs you nothing but patience. If an adjustable rate is about to reset, waiting carries real risk.
Can I walk away from an underwater mortgage in Arizona?
Arizona has anti-deficiency protection that can apply to certain owner occupied homes, but it has limits and it damages credit. Talk to an attorney before you consider it.
