First Time Home Buyer Surprise AZ: 2026 Guide
Surprise is one of the few Valley cities where a typical home sits well under the FHA limit. Here is what that means for your down payment, your payment and how hard you can negotiate.
The short answer
A first time buyer in Surprise can buy with 3% down on a conventional 97, HomeReady or Home Possible loan, 3.5% down on FHA, or 0% down on VA, and the 2026 FHA limit in Maricopa County is $557,750. Redfin's September 2026 Surprise median sale price was $424,798, about $27,000 below Phoenix, so FHA covers a typical Surprise home with a lot of room to spare. USDA came back ineligible at Surprise City Hall's address, and the City of Surprise housing page did not list a first time buyer down payment program when we checked on October 30, 2026.
Surprise is where a lot of first time buyers land when Phoenix rents keep climbing and they want a newer house with a garage and a yard. If you want the statewide checklist first, start with our Arizona first time home buyer guide, then come back here for the Surprise specifics. The short version: prices in Surprise sit below Phoenix and well below Peoria, homes are taking longer to sell than they did a year ago, and that combination gives a prepared first time buyer real leverage. The catch is that Surprise is spread out, a lot of homes sit in HOAs, and the payment is still the payment at today's rates. Let's walk through the numbers.
Surprise loan limits for 2026
A typical Surprise home fits comfortably under the 2026 FHA limit. Surprise is in Maricopa County, and HUD's FHA mortgage limits lookup shows a 2026 one unit FHA limit of $557,750 there, effective January 1, 2026 (HUD FHA Mortgage Limits, checked October 30, 2026). For conventional loans, FHFA set the 2026 baseline conforming limit at $832,750 for a one unit home (FHFA, checked October 30, 2026), and Maricopa County uses that baseline.
| Loan | 2026 limit (one unit) | Minimum down | Largest price at minimum down |
|---|---|---|---|
| FHA, Maricopa County | $557,750 | 3.5% | $577,979 |
| Conventional 97, HomeReady, Home Possible | $832,750 | 3% | $858,505 |
| VA with full entitlement | No VA county cap | 0% | Set by your income and the lender |
Largest price equals the limit divided by 0.965 for FHA and by 0.97 for conventional. FHA's upfront premium can be financed on top of the base loan. Limits from HUD and FHFA, VA rule from VA.gov. Checked October 30, 2026.
Here is why that first row matters in Surprise. The median is $424,798 and the largest price FHA covers at 3.5% down is $577,979. That is roughly $153,000 of headroom, far more than Peoria has. In plain terms, the loan limit is rarely what stops a Surprise first time buyer. Your income, your debts and your cash to close are what decide it. Our page on FHA loans in Arizona explains how the limit and the upfront premium work together.
What Surprise homes cost right now
Surprise homes cost less than Phoenix and are taking longer to sell than a year ago. Redfin's Surprise data for the three months ending September 2026 shows a median sale price of $424,798, up 0.9% from a year earlier, with homes selling after a median of 78 days, up from 74 a year before. Redfin counted 946 Surprise sales in September 2026, up from 884, and the median price per square foot was $221, down 2.6% from last year.
| September 2026 (Redfin) | Surprise | Phoenix |
|---|---|---|
| Median sale price | $424,798 | $452,285 |
| Change from a year earlier | Up 0.9% | Up 0.5% |
| Median days on market | 78 (74 a year earlier) | 60 (63 a year earlier) |
| Homes sold in September | 946 (884 a year earlier) | 3,810 (3,880 a year earlier) |
| FHA 3.5% down at the median | $14,868 | $15,830 |
| Conventional 3% down at the median | $12,744 | $13,569 |
Source: Redfin, Surprise and Phoenix housing market pages, data through September 2026 (median sale price over the trailing three months), both checked October 30, 2026. Down payment rows are simple percentages of each median. Closing costs are extra.
Here is how I read that. More homes sold in Surprise this September than last, yet the typical listing sat for about two and a half months. When a seller has been on the market that long, a first time buyer asking for a credit toward closing costs or a repair after inspection is a normal conversation, not an insult. You do not need to waive your inspection to win here. If you are comparing Surprise with its neighbors, read our Peoria first time buyer guide and our West Valley housing market comparison.

Get my first time buyer numbersLoan options for Surprise first time buyers
Start with the traditional low down payment loans. They fit the typical Surprise home without a second lien, and for most buyers they produce the lowest payment.
FHA, 3.5% down. HUD Handbook 4000.1 allows maximum financing, which is 96.5% of the value on a purchase, with a credit score of 580 or higher, and caps financing at 90% for scores from 500 to 579 (HUD Handbook 4000.1, last revised August 12, 2026). FHA adds an upfront premium you can finance plus an annual premium. At the Surprise median, the 3.5% down base loan is about $409,930, and at Freddie Mac's October 29, 2026 average 30 year rate of 7.24%, principal and interest on that base loan runs about $2,794 a month before taxes, insurance, mortgage insurance and any HOA dues.
Conventional 97, HomeReady and Home Possible, 3% down. These are the Fannie Mae and Freddie Mac 3% down options, and private mortgage insurance can come off later, which is why buyers with stronger credit often land here. HomeReady and Home Possible cap income based on the area median income for the property's location, and when every borrower is a first time buyer they come with a homebuyer education requirement.
VA, 0% down. With full entitlement, VA has no loan limit as long as you can afford the loan and the appraisal supports the price (VA home loan limits), and there is no monthly mortgage insurance. Our VA loans in Arizona page covers eligibility and the funding fee.
USDA is not an option at Surprise City Hall. We entered Surprise City Hall's address, 16000 N Civic Center Plaza, on USDA's property eligibility map on October 30, 2026, and it returned "This address is not located in an eligible area" (USDA eligibility site). Surprise stretches a long way northwest, so if you are looking at a property on the far edge of town, check that exact address before you rule USDA in or out.

Insurance is an estimate and Arizona premiums have been rising. HOA dues are not included. Your actual rate depends on credit, loan to value, occupancy, and program.

Get my real numbersSurprise down payment help: what is actually available
We did not find a city run first time buyer down payment program. On October 30, 2026, the City of Surprise Housing Programs page listed its resource guides, Fair Housing and the Heritage at Surprise Affordable Housing Project (City of Surprise). The city's Assistance Programs page groups housing help under a section titled Housing Repair & Purchase Assistance, so if you think you might qualify for something local, call the city and ask directly before you write an offer. I will update this guide if a buyer program appears.
Statewide, HOME Plus from the Arizona Industrial Development Authority still applies in Surprise. It offers up to 4% toward down payment and closing costs as a 0% second lien that is forgiven in full after month 60, and it must be repaid in full if you sell or refinance before then. Its borrower income limit is $155,386 as of April 6, 2026. The Arizona IDA's other program, Arizona Is Home, ran out of funds and was retired for the rest of 2026 as of October 6, 2026.
Blake's take on down payment assistance: this is my guidance, not a statistic. Assistance usually comes with a higher rate, so the payment is often higher than a traditional loan with 3% or 3.5% down. In Surprise, where the FHA minimum at the median is under $15,000, a lot of buyers can cover the down payment themselves and keep the lower rate. I would price a plain FHA or 3% conventional loan first and only look at assistance if the numbers truly do not work.

Surprise details first time buyers miss
Four things come up on Surprise files more than the citywide numbers suggest.
HOA dues are part of your approval. Many Surprise neighborhoods are master planned with an HOA, and your lender counts the monthly dues in your debt to income ratio. Two houses at the same price with different dues are not the same house on paper. Read how HOA dues affect mortgage approval in Arizona before you fall for a community pool.
Check for age restrictions. Surprise has several 55 plus communities. A listing can look like a bargain until you learn the community limits who can live there, so confirm it before you schedule a showing.
Arizona is a community property state. On FHA and VA loans, the lender generally counts a non borrowing spouse's debts in your ratios even when that spouse is not on the loan. HUD Handbook 4000.1 sets this rule for FHA. Bring it up at pre approval, not in underwriting.
Your cash to close is more than the down payment. Closing costs, prepaid taxes and insurance, and your earnest money all come due too. Our breakdown of how much cash a first time buyer needs in Arizona shows every line. And if you have never used a credit card or loan, read our guide to buying a home with no credit score in Arizona before you assume you cannot qualify.
How to buy your first home in Surprise, step by step
- Pull your credit and fix errors first. Your score decides whether FHA or conventional prices better.
- Get pre approved before you tour. Know your payment, not just your price.
- Get the HOA dues and any age restriction on every house you like.
- Knock out homebuyer education early if your loan requires it.
- Write on the Arizona purchase contract and open escrow with your earnest money. Ask for a seller credit if the home has been listed a while.
- Use your inspection period. Roof, AC, plumbing, pool if there is one.
- Clear appraisal and underwriting. Do not open new credit or move money without asking first.
- Review your Closing Disclosure. Your lender must deliver it at least three business days before closing (CFPB).
- Sign with escrow and get your keys.

Honest caveat: a citywide median hides a wide range. An older resale near Grand Avenue and a newer home in a master planned community up north can be far apart in price, and HOA dues, property taxes and insurance move the payment more than most buyers expect. Program rules and funding change. Treat this as education, not a loan offer, and get numbers on the actual home.

Frequently asked questions
What is the 2026 FHA loan limit in Surprise, AZ?
Surprise is in Maricopa County, where HUD set the 2026 FHA limit for a one unit home at $557,750. With 3.5% down, that base loan covers a purchase price up to about $577,979.
How much do I need to put down on a house in Surprise?

Does the City of Surprise have a first time home buyer program?
We did not find one. On October 30, 2026, the City of Surprise Housing Programs page listed resource guides, Fair Housing and the Heritage at Surprise Affordable Housing Project, with no first time buyer down payment program. HOME Plus from the Arizona IDA still applies statewide. Blake's take: assistance usually comes with a higher rate, so compare the payment with and without it.
Can I use a USDA loan in Surprise, AZ?
Not at Surprise City Hall. That address came back as not located in an eligible area on USDA's eligibility map on October 30, 2026. Because Surprise covers a lot of ground, check the exact address of any home on the edge of town before ruling USDA in or out.
Are Surprise homes cheaper than Phoenix?
Yes, on Redfin's September 2026 numbers. Surprise's median sale price was $424,798 compared with $452,285 in Phoenix, but Surprise homes took longer to sell, a median of 78 days compared with 60 in Phoenix.
Can I negotiate on a house in Surprise as a first time buyer?
Often, yes. With Surprise homes selling after a median of 78 days in Redfin's September 2026 data, sellers who have been listed a while tend to consider a credit toward closing costs or repairs. Your lender has to approve how any seller credit is used, so ask before you write the offer.
