VA Funding Fee on an Arizona Refinance 2026: Who Pays It, Who Is Exempt, and What It Costs
Two numbers decide whether a VA refinance is worth doing in Arizona, and most veterans do not see either one until the loan estimate lands. Here is what the fee costs, and who never pays it at all.
The short answer
0.5% on a streamline, 2.15% to 3.3% on a cash out, and zero if you draw VA disability compensation at any rating. On a $400,000 Arizona loan that is the difference between $2,000, $13,200, and nothing. It is the single largest swing factor in whether a VA refinance is worth doing, and it has nothing to do with your credit score.
The VA funding fee is the least understood number on a VA refinance and the one most likely to decide whether the loan is worth doing. It does not scale with credit. It does not scale with equity. It scales with exactly two things: whether you are taking cash out, and whether you have used your entitlement before.
Where the money actually goes
The funding fee is a one time charge paid to the U.S. Department of Veterans Affairs, not to your lender and not to your broker. It is what keeps the VA loan program running without taxpayer support, and it is the reason a VA loan carries no monthly mortgage insurance at all.
That last part matters when you are comparing options. A conventional loan at 90% loan to value carries mortgage insurance every month for years. A VA loan charges once, up front, and never again. On a long hold, the VA structure often wins even at 3.3%.
On a purchase the fee scales with your down payment. On a refinance it does not. There are only two numbers, and everything below is about which one lands on your loan estimate. The VA publishes the current fee tables directly, and they are worth checking before you take any lender's word for it.
IRRRL: 0.5%, no exceptions
A VA Interest Rate Reduction Refinance Loan carries a 0.5% funding fee regardless of your branch, your prior VA loan use, or how much equity you have. It is the cheapest fee anywhere in the VA program.
On a $400,000 Arizona IRRRL that is $2,000. You can roll it into the loan, which most borrowers do. At 6.5%, financing that $2,000 adds roughly $13 to your monthly payment over thirty years.
The rule that actually stops loans: the VA requires all fees on an IRRRL to be recouped through payment savings within 36 months, and on a fixed to fixed refinance your rate has to drop at least half a percent. The funding fee counts toward that recoupment math. It is not just a cost, it is part of whether your loan is legally allowed to close.
If you want the mechanics of the streamline itself, we covered it in detail in our guide to the VA streamline refinance in Arizona.
Cash out: 2.15% or 3.3%
This is where the number gets serious. A VA cash out refinance costs 2.15% of the loan amount on first use of your entitlement and 3.3% if you have used it before. Equity does not change it. Credit score does not change it.
| Refinance type | Funding fee | On a $400,000 loan | Added monthly if financed |
|---|---|---|---|
| IRRRL (streamline) | 0.5% | $2,000 | About $13 |
| Cash out, first use | 2.15% | $8,600 | About $54 |
| Cash out, subsequent use | 3.3% | $13,200 | About $83 |
| Any type, exempt veteran | 0% | $0 | $0 |
Refinancing one VA loan into another VA loan and taking cash out still costs the cash out fee, not the 0.5%. The IRRRL rate applies only to a true rate and term streamline.
I have had Scottsdale clients find that a conventional cash out at a slightly higher rate beat the VA option once 3.3% was priced in. I have had others where the VA loan still won because it allowed a loan to value no conventional lender would touch. There is no default answer here. There is only the comparison, run on your actual numbers, which is the whole argument for using a brokerage that can price both. Our loan programs page covers what else is on the table, and if dropping VA entirely is on your mind, see refinancing from VA to conventional.
Who pays nothing at all
Three groups pay zero, on a purchase or a refinance, with no cap and no proration.
- Veterans receiving VA compensation for a service connected disability. The rating percentage is irrelevant. A 10% rating exempts you exactly the same as a 100% rating.
- Veterans entitled to receive compensation who are taking retirement or active duty pay instead.
- Surviving spouses of veterans who died in service or from a service connected disability, and active duty service members who have received a Purple Heart.
Your exemption is confirmed on your Certificate of Eligibility. If your COE is stale or your rating changed recently, pull a fresh one before you lock, because the fee is assessed on your status at closing, not at application. The VA explains how to request an updated COE on its home loans site.

- Homeowners insurance (est.)$183

Estimates only, not a quote or a commitment to lend. Property tax uses Arizona's average effective rate and varies by county and assessment. Insurance is an estimate and Arizona premiums have been rising. HOA dues are not included. Your actual rate depends on credit, loan to value, occupancy, and program.

Check my funding feeHow to claim a refund you are owed
If the VA grants you a disability rating with an effective date before your loan closed, you are owed that money back. This happens constantly, because rating decisions routinely take longer than a refinance does.
The refund is not automatic and nobody is going to call you about it. You contact your loan servicer and the VA Regional Loan Center, and there is no deadline that bars a late claim. Veterans around Luke Air Force Base and across the West Valley have left four and five figure refunds sitting unclaimed because they assumed the paperwork would sort itself out. It does not.
Two things to have ready: your rating decision letter showing the effective date, and your closing disclosure showing the funding fee you paid. That is usually the whole file.
One situation catches Arizona veterans more than any other. You close a refinance in March, your rating comes through in July with an effective date of the previous November, and nobody connects the two. The servicer is not tracking your VA claim and the VA is not tracking your loan. If your rating decision landed after a closing in the last several years, pull the effective date and compare it to your closing date. It takes five minutes and it is worth thousands.
The same logic runs in reverse on timing. If you have a rating decision pending and you are not in a rush, waiting for it can be worth more than any rate improvement you are chasing. On a $400,000 cash out at 3.3%, holding off until the exemption posts saves $13,200 outright. No rate drop in this market is beating that.
With Freddie Mac reporting the 30 year fixed back above 7%, the refinance window in Arizona is narrow and the funding fee is a bigger share of the decision than it was a year ago. A 0.5% IRRRL fee is easy to absorb when your rate drops a full point. A 3.3% cash out fee needs a much stronger reason than "I want to consolidate some debt."
If you are weighing a VA refinance against conventional or a HELOC, get all three priced the same day with the fee inside the total cost rather than buried in a footnote. That is the only comparison that tells you anything. You can start that with our team at Pillar Mortgage Group, see what the timeline looks like on our process page, and if the plan is buying your next Arizona home rather than staying put, current listings are at Arizona Luxury Property Search. Honest caveat: a 3.3% funding fee on a cash out is a real number and sometimes the honest answer is do not do it. If you are pulling $50,000 out of a Phoenix home and $13,200 of it evaporates into a fee, that is a 26% haircut before you have spent a dollar of it. Sometimes a home equity line at a higher rate costs less in total. We will tell you when that is true, even though it means we do not write the loan.
Frequently asked questions
How much is the VA funding fee on a refinance in 2026?
It is 0.5% of the loan amount on a VA streamline refinance, also called an IRRRL, and 2.15% on a VA cash out refinance for first time VA loan users or 3.3% for subsequent users. On a $400,000 Arizona loan that works out to $2,000, $8,600, or $13,200 depending on which applies.
Do disabled veterans pay the VA funding fee?
No. Any veteran receiving VA compensation for a service connected disability is fully exempt, at any rating from 10% to 100%. The exemption covers purchases and refinances alike and is confirmed on your Certificate of Eligibility.
Can you roll the VA funding fee into the loan?
Yes, and most Arizona borrowers do. Financing the fee keeps your out of pocket cost at closing down, though it increases your loan balance and your payment slightly. On a $400,000 loan at 6.5%, financing a $2,000 IRRRL fee adds about $13 per month.
Can I get a refund of the VA funding fee?
You can if the VA later grants you a service connected disability rating with an effective date that falls before your loan closed. Refunds are not automatic. You need to contact your loan servicer and the VA Regional Loan Center to request one.
Does a VA cash out refinance always cost 3.3%?
No. It is 2.15% if this is your first use of VA entitlement and 3.3% if you have used it before. Equity, credit score, and loan to value do not change the fee. Only prior use and exemption status do.
Why Pillar Mortgage Group
A brokerage, not a bank. That difference is the whole point.
We are a brokerage. We price your file across every wholesale lender we work with and bring you the one that wins, instead of selling you the only product on the shelf.
Self employed, 1099, investor, trust, recent job change. The files other lenders decline are the ones we do all day. DSCR, bank statement, Non QM, jumbo.
You get Blake's actual phone number. Not a call center, not a queue, not a portal that tells you to wait for an update that never comes.
If waiting is smarter than closing, we say so. We would rather tell you in week one that this needs six months than sell you a loan you should not take.
