First Time Home Buyer Tucson AZ: 2026 Guide

Tucson has the lowest prices and the deepest local programs in our Arizona city series. Here is how to use both without overpaying.

$315,850Tucson median sale price, Sept 2026 (Redfin)
$541,2872026 FHA limit, Pima County (HUD)
$11,055FHA 3.5% down at the Tucson median

The short answer

Tucson is the most affordable city in our Arizona first time buyer series: Redfin's September 2026 median sale price was $315,850, so FHA at 3.5% down is about $11,055 and conventional at 3% is about $9,476. The 2026 FHA limit in Pima County is $541,287. Tucson also has more local assistance than most cities, through the City of Tucson and Pima County HOME program and the Pima Tucson Homebuyer's Solution, but each has real costs and limits.

Tucson works differently from the Phoenix area. Prices are lower, the county FHA limit is the national floor rather than a higher metro figure, and local governments put real money into homeownership programs. That combination gives a Tucson first time buyer more options and more fine print. This guide covers both. For the statewide checklist and calculator, see our Arizona first time home buyer guide.

Pima County loan limits for 2026

Tucson is in Pima County. HUD's FHA mortgage limits lookup shows a 2026 one unit FHA limit of $541,287 for Pima County, which is the national floor for 2026 (HUD FHA Mortgage Limits; HUD 2026 limits announcement). FHFA's 2026 conforming limit is $832,750 in every Arizona county (FHFA 2026 limits).

Pima County, 2026LimitLargest price at minimum down
FHA, one unit$541,287$560,919 at 3.5% down
FHA, two units$693,050$718,186 at 3.5% down
Conventional, one unit$832,750$858,505 at 3% down

Limits from the HUD FHA Mortgage Limits lookup (Pima County, CY2026) and FHFA, checked October 26, 2026. Prices are the limit divided by 0.965 or 0.97, rounded down.

The floor limit sounds low until you compare it with Tucson prices. At the Tucson median, an FHA loan at 3.5% down would be about $304,795, roughly $236,000 under the limit. Loan limits are almost never the problem for a Tucson first purchase. Income, credit and cash to close are.

Tucson prices right now

Redfin's Tucson data for September 2026 shows a median sale price of $315,850, down 1.3% from a year earlier, with homes selling after a median of 66 days on the market compared with 62 a year before. Prices slipped and homes took a little longer to sell, which leaves room for buyers to negotiate repairs and closing cost credits.

One number to keep in mind: the Tucson and Pima County HOME program caps the price of an existing home at $304,000, which is below the Tucson median of $315,850. If you want that program, you will be shopping the lower half of the market.

Loan options for Tucson first time buyers

FHA, 3.5% down. HUD allows 3.5% down at a 580 score and 10% down from 500 to 579 (HUD Handbook 4000.1). At Tucson prices, FHA's down payment is often under $12,000. The upfront premium of 1.75% can be financed. See FHA loans in Arizona.

Conventional 97, HomeReady and Home Possible, 3% down. HomeReady (Fannie Mae) and Home Possible (Freddie Mac) cap income at 80% of area median income for the property's location, and both allow 3% down; HomeReady requires homeownership education when every borrower is a first time buyer. Standard conventional 97 has no income cap but requires at least one first time buyer. See conventional loans and PMI cost in Arizona.

VA, 0% down. No VA county limit with full entitlement and no monthly mortgage insurance (VA home loan limits). For veterans who qualify, VA is often the lowest cost path. See VA loans.

USDA, 0% down, only outside the city. On USDA's eligibility map, Tucson and nearby communities we checked, including Vail and Marana, sat inside USDA's ineligible area on October 26, 2026. Some outlying parts of Pima County, such as the Picture Rocks area, were outside it (USDA eligibility site). USDA also has household income limits. If you are open to a home outside the city, check the exact address and read USDA loans in Arizona.

Tucson and Pima County assistance programs

Tucson has more local assistance than any other city in this series. Here is what each program publishes, checked October 26, 2026.

The HOME Consortium program ties Flagstaff's CHAP for the largest dollar amount among the Arizona programs we reviewed, and you apply through partner counseling agencies: Administration of Resources and Choices, Chicanos Por La Causa and the Pima County Community Land Trust (Tucson and Pima County fact sheet). Its tradeoffs are the price cap, the income cap and the fact that the principal comes back out of your sale proceeds. PTHS is broader on income and has no price cap beyond agency loan limits (eHousingPlus PTHS), but like HOME Plus it is tied to its own first mortgage.

Blake's take on down payment assistance: assistance usually comes with a higher rate, so the monthly payment is often higher than a traditional loan with 3% or 3.5% down. I would rather you see both numbers side by side before you choose. In Tucson the down payment on a standard FHA loan is already modest, so I would want to see a clear monthly savings before adding a second lien. Pillar Mortgage Group does not run any assistance program; administrators set the rules and the funding.

Buying your first home in Tucson: Arizona steps

  1. Decide on assistance before you shop. The HOME program requires counseling before you sign a purchase contract. If you want it, start counseling first; if you do not, you can move faster.
  2. Get pre approved. Bring income, asset and credit documents. See how pre approval works.
  3. Shop to the right price. Program caps, your payment comfort and HOA dues all set the ceiling. Our guide to how much house you can afford shows the math.
  4. Offer on the Arizona contract and fund earnest money, commonly 1% to 3% of the price (earnest money in Arizona).
  5. Use the 10 day inspection period. Send your BINSR in time; the seller has 5 days to answer and you have 5 days to accept or cancel (BINSR guide). Older Tucson homes deserve a careful look at roofs, plumbing and cooling.
  6. Clear appraisal and underwriting, and keep your finances quiet until closing (what not to do before closing).
  7. Review the Closing Disclosure three business days before closing (CFPB), then sign with escrow. Our average close is 18 days, and as fast as 10, though program approvals can add time.

Arizona is a community property state, so on FHA and VA loans a non borrowing spouse's debts are generally counted in your ratios (HUD Handbook 4000.1 sets this for FHA).

Honest caveat: local programs have limited funds and can pause without much notice, and their income tables update each year. A citywide median covers very different neighborhoods. Taxes, insurance and HOA dues change the payment. This is education, not a loan offer; confirm program status with the administrator before you plan around it.

Frequently asked questions

What first time home buyer programs are available in Tucson?

The City of Tucson and Pima County HOME Consortium offers down payment assistance of up to $50,000 or 20% of the contract price, whichever is less, for households at or below 80% of area median income, with a price cap of $304,000 on existing homes and $345,000 on new construction. The Pima Tucson Homebuyer's Solution offers 0% to 5% depending on the option, with a 640 score. HOME Plus is available statewide. Blake's take: compare the payment with and without assistance before you choose.

What is the FHA loan limit in Tucson for 2026?

Tucson is in Pima County, where HUD set the 2026 FHA limit for a one unit home at $541,287, the national floor. With 3.5% down that covers a price up to about $560,919, well above Tucson's September 2026 median sale price of $315,850 per Redfin.

How much do I need to buy a house in Tucson?

At Redfin's September 2026 Tucson median sale price of $315,850, FHA's 3.5% down payment is about $11,055 and a 3% conventional down payment is about $9,476. Eligible veterans can use VA with 0% down. Closing costs are extra.

Can I use a USDA loan near Tucson?

Not inside Tucson itself, which sits in USDA's ineligible area on the USDA eligibility map. Some outlying parts of Pima County, such as the Picture Rocks area we checked on October 26, 2026, were outside the ineligible area. Eligibility is by exact address and household income, so check the specific property on the USDA site.

Do I need homebuyer counseling for Tucson down payment assistance?

Yes. The Tucson and Pima County HOME program requires HUD certified housing counseling before you sign a purchase contract, and you apply through partner counseling agencies. The Pima Tucson Homebuyer's Solution requires homebuyer education for all borrowers.

Is the Tucson HOME down payment assistance a grant?

No. It is a deferred loan at 2% interest with no monthly payments. The accrued interest is forgiven after the affordability period, but the principal is repaid when you sell.
