First Time Home Buyer Education in Arizona: Do You Need It?

Most buyers find out about the homebuyer class from their lender a week before closing. Here is exactly which Arizona loans require it, which courses count, and why I tell people to finish it before they ever write an offer.

The short answer

You need a homebuyer education course in Arizona only when your loan or program requires one, and for first time buyers that mostly means a 3% down conventional loan. Fannie Mae requires it on HomeReady purchases when every occupying borrower is a first time buyer and on any purchase above 95% loan to value when all borrowers are first time buyers. Freddie Mac requires it on Home Possible purchases when all occupying borrowers are first time buyers. Arizona's HOME Plus assistance requires it too. The good news: Fannie Mae's HomeView and Freddie Mac's CreditSmart Homebuyer U are free, and either one takes care of it.

Here is the conversation I have more than any other with first time buyers in Arizona. They are clear to close, the movers are booked, and somebody finally mentions a homebuyer education certificate that nobody brought up at pre approval. It is never a deal breaker, but it is always a scramble. This guide walks through exactly when the class is required, which courses count, and how to get it done early. If you are just starting out, our Arizona first time home buyer guide covers the full path from credit to keys.

When Arizona first time buyers have to take a homebuyer class

The requirement comes from the loan program, not from the State of Arizona. If your loan or your assistance program does not ask for it, nobody can make you take it. These are the cases first time buyers actually run into, pulled from Fannie Mae's Selling Guide section B2-2-06 (dated November 5, 2025), Freddie Mac's Seller/Servicer Guide section 4501.9 (effective February 4, 2026) and the Arizona Industrial Development Authority's HOME Plus education page, all checked October 27, 2026.

Notice the pattern. The requirement shows up where the down payment is smallest and every borrower is new to owning. If one of you has owned before, or you are putting more than 5% down on a standard Fannie Mae loan, the class usually drops off the list. Your lender can still ask for it as an internal rule, so ask the question out loud at pre approval.

Conventional 3% down is the loan where this matters most, and it is also the loan where a lot of first time buyers land once they compare it to FHA. Our page on conventional loans at PMG explains HomeReady and the standard 97% option, and what credit score you need in Arizona shows where each loan tends to price best.

Which homebuyer education courses count, and what they cost

The two cheapest options are also the most widely accepted, and both are free. Fannie Mae's HomeView course, its certificate and its resources are free of charge, offered in English and Spanish, and a score of 80% or higher on the final assessment earns a certificate that Fannie Mae says satisfies its homeownership course requirement. Freddie Mac's CreditSmart Homebuyer U is also free, and Freddie Mac's July 2025 CreditSmart playbook says its certificate is the one required for Home Possible and HomeOne loans.

Fannie Mae's guide does not lock you into its own course. Section B2-2-06 accepts education from a qualified third party that is independent of the lender, as long as the content lines up with the National Industry Standards or HUD standards. Freddie Mac's 4501.9 accepts programs from HUD approved counseling agencies, housing finance agencies, community development financial institutions and mortgage insurance companies, along with CreditSmart.

If you are using HOME Plus, the Arizona IDA publishes its own list. Online, it accepts Finally Home, Fannie Mae HomeView, Framework, CreditSmart, Hometrek and eHomeAmerica, and eHomeAmerica requires you to pick a sponsoring counseling agency. In person, it accepts HUD certified homebuyer education providers. The Arizona IDA notes that some of these options can carry a nominal charge.

Does the first time buyer rule apply to you?

Probably more often than you think, because the trigger is that every borrower on the loan is a first time buyer, and the program definition of first time buyer is wider than "never owned a home." We break the definition down in who counts as a first time home buyer in Arizona.

A few situations change the answer:

  • A co-borrower who has owned before. On a standard Fannie Mae loan above 95% LTV, the requirement applies when all borrowers are first time buyers, so an experienced co-borrower can take it off the table. On HomeReady and Home Possible, the test looks at the occupying borrowers.
  • No credit history at all. Fannie Mae requires education on a DU purchase when no borrower has a credit or installment account, whether or not anyone is a first time buyer. Freddie Mac has a similar rule when credit is built only on noncredit payment references.
  • FHA, VA and USDA. The first time buyer education triggers in the table above come from the conventional programs and from assistance. If you are on FHA or VA without assistance, ask your lender whether it has its own requirement before you assume you are clear.

Run your own numbers

Estimated monthly payment $3,646
  • Principal and interest$2,655
  • Property tax (est. 0.51%)$223
  • Homeowners insurance (est.)$183
  • Mortgage insurance$0
  • Loan amount$420,000

Estimates only, not a quote or a commitment to lend. Property tax uses Arizona's average effective rate and varies by county and assessment. Insurance is an estimate and Arizona premiums have been rising. HOA dues are not included. Your actual rate depends on credit, loan to value, occupancy, and program.

When to take the class so it never slows your closing

Take it during pre approval, before you write an offer. Every rule above says the course has to be done before closing or before the note date, and none of them reward waiting. A typical Arizona escrow moves fast, and our own average close is 18 days. You do not want a six module course competing with your inspection period and appraisal.

  1. Ask at pre approval. Once your lender knows the loan, they know whether a certificate is required. Our pre approval process flags it on day one.
  2. Enroll under the exact name on your loan application. Fannie Mae's HomeView FAQs say the name you enroll with is the name printed on your certificate, so match it to your application.
  3. Finish it and download the certificate. HomeView lets you retake the final assessment as many times as you need.
  4. Send the certificate to your loan officer. It goes in the file with your pay stubs and bank statements.
  5. Keep going. Our list of what a first time buyer should do first in Arizona lays out the rest of the order.

The class costs you nothing on HomeView or CreditSmart. Leaving it for the last week of escrow can cost you your closing date.

Homebuyer education vs housing counseling

Education is a course. Counseling is a person. Fannie Mae's B2-2-06 says housing counseling must come from a HUD approved agency, and counseling completed before closing also satisfies the education requirement. Counseling makes sense if you want someone to look at your actual budget, credit or debt plan rather than work through general modules on your own.

The CFPB's housing counselor search finds HUD approved agencies by ZIP code, and the CFPB says those agencies offer independent advice, often at little or no cost (CFPB, Find a housing counselor). If you are in the Valley and comparing Tempe, Phoenix or Mesa, counseling is also a good place to sanity check what payment you are comfortable with before an agent shows you anything.

Assistance programs and the class

If you are looking at down payment assistance, the class is usually part of the deal. HOME Plus requires pre purchase education for every loan. HOME Plus offers up to 4% toward down payment and closing costs as a 0% second lien that is forgiven in full after month 60, and it must be repaid in full if you sell or refinance before then (Arizona IDA, checked October 27, 2026). The Arizona IDA's other program, Arizona Is Home, is closed: the Arizona IDA says its 2026 funds are exhausted and it is retired for the rest of the year as of October 6, 2026.

Blake's take on down payment assistance: this is my guidance, not a statistic. Assistance usually comes with a higher rate, so the payment is often higher than a traditional loan. The Arizona IDA itself says HOME Plus first mortgage rates may be slightly higher than current industry rates. Before you use it, look at FHA with 3.5% down, Conventional 97, HomeReady or Home Possible with 3% down, and VA or USDA with 0% down if you qualify, and compare the actual payments side by side.

We lay out the full tradeoff in Arizona down payment assistance and its real cost. If you are buying in Tempe specifically, our Tempe first time buyer guide covers local prices and limits. And because the class is only one item on the checklist, how to get pre approved in Arizona is a good next read.

Is homebuyer education worth it if nobody requires it?

I think so, as long as it is a free course and you take it early. The modules cover budgeting, credit, the loan process and what happens after closing. None of that replaces a conversation with your loan officer about your actual numbers, but it means you walk into that conversation knowing what a Loan Estimate is and why your debt to income ratio matters. That makes everything after it faster.

Office (480) 660-4476. Monday to Friday 9 to 5, Saturday 10 to 2. Our average close is 18 days, and as fast as 10.

Honest caveat: investor rules change and lenders can add their own requirements on top of Fannie Mae and Freddie Mac. The table above reflects the guides as published on the date we checked them. Treat it as education, not a loan offer, and confirm the requirement with your lender for your specific file.

Frequently asked questions

Do first time home buyers in Arizona have to take a homebuyer education class?

Only when the loan or program requires it. Fannie Mae requires it on HomeReady purchases when all occupying borrowers are first time buyers and on purchases above 95% loan to value when all borrowers are first time buyers. Freddie Mac requires it on Home Possible purchases when all occupying borrowers are first time buyers, and Arizona's HOME Plus program requires it on every loan.

Is there a free homebuyer education course in Arizona?

Yes. Fannie Mae's HomeView and Freddie Mac's CreditSmart Homebuyer U are both free online courses, and HomeView is offered in English and Spanish. HomeView and CreditSmart are also on the Arizona IDA's list of accepted courses for HOME Plus.

When do I need to finish the homebuyer education course?

Before closing. Fannie Mae requires completion prior to loan closing and Freddie Mac requires it before the note date. The smart move is to finish it during pre approval so it never competes with your inspection period or appraisal.

Does my homebuyer education certificate expire?

Fannie Mae says HomeView certificates show a completion date but no expiration date, and Framework says its certificate does not expire. Lenders and programs can still set their own timeframe, so ask your lender how recent the certificate needs to be.

Does an FHA loan require a homebuyer education class?

The first time buyer education triggers in Fannie Mae and Freddie Mac rules apply to their conventional programs, and HOME Plus requires a class when you use that assistance. If you are using FHA or VA without assistance, ask your lender whether it has its own requirement.

What is the difference between homebuyer education and housing counseling?

Education is a course you complete, usually online. Counseling is one on one help from a HUD approved agency. Fannie Mae accepts housing counseling completed before closing as satisfying its education requirement, and the CFPB's search tool finds HUD approved agencies by ZIP code.
