Best Georgia Cities for Rental Property: DSCR Math

Best Georgia Cities for Rental Property: Where the Rent Actually Covers a DSCR Loan
Everybody asks about Atlanta first. On public numbers, Atlanta's core is the hardest place in Georgia to make a rental carry its own loan, and three mid sized cities two hours away do it with room to spare. Here is the math, county by county.
The short answer
On public numbers, the Georgia cities where a typical rental most easily covers its own loan are Macon, Augusta and Columbus, with Savannah close behind and Athens and Atlanta's core trailing. A year of HUD's FY2027 three bedroom Fair Market Rent equals 10.7% of the median home value in Bibb County (Macon), 11.2% in Richmond County (Augusta) and 10.0% in Muscogee County (Columbus), against 5.5% in Fulton County. For a DSCR investor loan, which qualifies on the rent instead of your income, that gap is the whole story.

Program terms as of November 2026. Every loan is subject to underwriting and property eligibility. This is not a commitment to lend.
The lender divides the monthly rent by the full payment: principal, interest, property tax, insurance and any HOA. A 1.00 means the rent covers it exactly. Our Georgia DSCR loan page covers the statewide rules, landlord law and how a Georgia closing works. This post does one job: rank the cities an out of state investor usually shortlists, using numbers anyone can check.
I pulled every figure on November 5, 2026 from HUD User's FY2027 Fair Market Rents, the U.S. Census Bureau's QuickFacts (American Community Survey 2020 to 2024 and the July 2025 population estimates), and the Georgia Department of Revenue's 2025 county millage rate digest.
The ranking in one table
Sorted by rent compared to price, Clayton County and three mid sized cities sit on top, and Atlanta's core sits at the bottom.
| Market (county) | HUD 3 bed rent, FY2027 | Median home value | Owner occupied | Yearly HUD rent, % of value |
|---|---|---|---|---|
| South metro Atlanta (Clayton) | $2,099 | $222,300 | 54.5% | 11.3% |
| Augusta (Richmond) | $1,672 | $178,500 | 51.2% | 11.2% |
| Macon (Bibb) | $1,560 | $174,500 | 51.4% | 10.7% |
| Columbus (Muscogee) | $1,611 | $193,900 | 50.8% | 10.0% |
| Savannah (Chatham) | $2,185 | $302,700 | 56.8% | 8.7% |
| Athens (Clarke) | $1,610 | $298,900 | 41.4% | 6.5% |
| Atlanta core (Fulton) | $2,099 | $458,800 | 54.3% | 5.5% |
The last column is my arithmetic: twelve months of the HUD three bedroom rent divided by the county median value. Clayton and Fulton share one benchmark because HUD prices all 24 counties of the Atlanta, Sandy Springs, Roswell metro area at the same $2,099.
Two things stand out. The benchmark rent barely changes between Macon, Columbus and Athens, yet the Athens median value is more than $100,000 higher. And the Columbus metro three bedroom Fair Market Rent jumped to $1,611 from $1,445 in FY2026, the biggest one year move in this group, while Atlanta's fell to $2,099 from $2,182 and Athens slipped to $1,610 from $1,734.
Same state, same benchmark rent band, and the yearly rent runs anywhere from 5.5% to 11.3% of the house. Pick the county before you pick the house.

Georgia taxes rentals on 40% of value
Georgia property tax is figured on an assessed value of 40% of fair market value, then multiplied by the local millage rate, and the stack of mills is very different from city to city.
The Department of Revenue's own example: a $100,000 house is assessed at $40,000, and at 25 mills the tax is $1,000. The department puts the average county and municipal rate at 30 mills. A rental gets no homestead exemption, so the full assessment is taxed. Here is the 2025 stack in the cities with a consolidated city and county government, plus Savannah, straight from the state's 2025 digest:
| Where | Pieces of the 2025 levy | Total mills | Tax as % of market value |
|---|---|---|---|
| Macon Bibb County | County 9.575, school 14.674 | 24.249 | 0.97% |
| Augusta, urban services district | County 6.277, urban service 3.403, capital outlay 0.501, school 18.740 | 28.921 | 1.16% |
| Athens Clarke County | County 12.250, school 18.800 | 31.050 | 1.24% |
| Columbus, urban service district 1 | County 15.150 plus 0.920 bond, school 23.075 | 39.145 | 1.57% |
| City of Savannah | Chatham County 10.518, Savannah 11.749, school 17.331, transit 0.940 | 40.538 | 1.62% |
The last column is total mills times the 40% assessment ratio. Columbus urban service district 1 carries 15.150 mills for the consolidated government plus a 0.920 bond levy, so Columbus gives back part of its rent advantage on the tax bill. Macon goes the other way: the lowest stack here on the cheapest houses.
One deal, six Georgia markets
Run the same purchase through each county and Macon, Augusta and Clayton land well above 1.00, Columbus and Savannah clear it, and Athens and Fulton fall short.
The setup: buy at the county median value with 25% down, Freddie Mac's 30 year fixed average of 7.18% from November 5, 2026 as a reference rate (it tracks conventional loans and is not a DSCR rate or a rate we are quoting), the millage above, and $150 a month for insurance, which is an example number, not market data and not a quote. Rent is the HUD three bedroom benchmark. Clayton and Fulton use the state's 30 mill average because their city stacks vary.
| Market | Loan | P and I | Monthly tax | DSCR, 30 year fixed | DSCR, interest only |
|---|---|---|---|---|---|
| Augusta urban, $178,500 | $133,875 | $907 | $172 | 1.36 | 1.49 |
| Macon, $174,500 | $130,875 | $887 | $141 | 1.32 | 1.45 |
| Clayton, $222,300 | $166,725 | $1,129 | $222 | 1.40 | 1.53 |
| Columbus, $193,900 | $145,425 | $985 | $253 | 1.16 | 1.27 |
| Savannah, $302,700 | $227,025 | $1,538 | $409 | 1.04 | 1.14 |
| Athens, $298,900 | $224,175 | $1,519 | $309 | 0.81 | 0.89 |
| Fulton, $458,800 | $344,100 | $2,331 | $459 | 0.71 | 0.79 |
None of those are bad for a DSCR loan on their own, since the program goes as low as 0.50. They are a measure of how much of the payment the rent carries, which is what decides your cash flow.
Why metro Atlanta is harder
Atlanta is harder because one rent benchmark covers 24 counties while home values swing by more than double inside them.
Fulton County's median of $458,800 is more than twice Clayton's $222,300, and HUD gives both the same $2,099 three bedroom rent. A specific Fulton deal can beat the table if its real rent runs above the benchmark, but most of the time you will be buying cash flow with a bigger down payment. Investors who want Atlanta on their list usually end up looking at counties like Clayton, where the price to rent math looks a lot like Macon.

Clears 1.00. Rent covers the full monthly payment.
- Principal and interest$1,678
- Property tax$250
- Insurance$120
- HOA dues$0
- Total monthly payment (PITIA)$2,048
- Monthly rent$2,200
Illustrative only. This is not a quote, a rate, an approval or a commitment to lend. Default values are placeholders, not Pillar Mortgage Group rates or terms. DSCR here is monthly rent divided by principal and interest (or interest only), property tax, insurance and HOA dues. A lender sets the rent figure it uses from the appraisal and lease, and every loan is subject to underwriting.

City by city notes
Each of these markets has a different reason to own a rental there, and a different thing to check first.
- Macon. Cheapest houses and lowest tax stack on the list. Bibb County had 157,556 residents in the July 2025 estimate. Watch the age and condition of the housing stock more than the numbers.
- Augusta. Strong rent to price on cheap houses, and a metro HUD rent that rose this year. We go deeper in our Augusta rental property DSCR guide.
- Columbus. The fastest rising benchmark rent in the group, but the second heaviest tax stack. Check which service district a parcel sits in before you trust a listing's tax figure.
- Savannah. The highest benchmark rent outside Atlanta at $2,185, and the heaviest tax stack in the city limits. Short term rentals there are limited to an overlay district, covered on our state page.
- Athens. Athens Clarke County has the lowest owner occupied rate in this group at 41.4%, so the renter pool is deep. Prices are high for the benchmark rent, which pushes most single family deals under 1.00.
- Metro Atlanta. Pick the county first. Clayton and similar south side counties carry the ratio. Fulton needs more cash down or real rent well above the benchmark.
What the loan looks like
For a Georgia rental, these are the program terms that change the math or the paperwork.
- DSCR as low as 0.50. An Athens or Fulton deal under 1.00 is still a deal we can look at.
- Interest only. Ten years interest only on a 40 year term, or a 30 year term with interest only, up to 70% LTV on a purchase. It adds roughly 0.08 to 0.13 to the ratios above. Our interest only DSCR guide shows the trade.
- No reserves under $1 million and under 75% LTV. Every median priced deal in this post is far below the loan size line.
- No asset sourcing. No large deposit sourcing and no asset seasoning, and a 100% gift can cover the down payment, closing costs and reserves.
- New investors welcome. No primary residence ownership and no rental history (VOR) required.
- Cash out later. Up to 80% LTV with no ownership seasoning, which is how a BRRRR plan on a DSCR loan works on an older Macon or Columbus house.
Want the side by side with a conventional investment loan? Our DSCR versus conventional comparison was written for Arizona, and the trade off is the same in Georgia. For everything else we place, see our loan programs.
Honest caveat
A county median is not your house, and HUD's benchmark is not your lease.
Honest caveat: the markets that look best in this post are the ones with the cheapest houses, and cheap houses tend to be older. A 1.36 ratio on a 1950s house with original plumbing can turn into a money pit in the first year. The DSCR tells you whether the loan works. An inspection, a contractor walk through and a local property manager tell you whether the house does.
The appraiser's rent schedule and your lease are what the lender uses. The HUD figure is a starting point, not a promise.
How I would pick a city
Start with the reason you are buying, then let the numbers narrow it.
- Cash flow first? Macon, Augusta and Clayton County lead on rent compared to price.
- Appreciation and demand? Savannah and the Atlanta metro cost more up front, and you will likely need more down to hit 1.00.
- Pull the millage for the exact parcel. In Georgia the city and service district can move the tax bill by hundreds a month.
- Price the insurance early. Coastal Chatham County and inland Bibb County are different conversations.
- Call two local property managers. Ask what that specific house rents for and how long it would sit empty.
- Send us the finalists. We run each ratio the way the lender will and show you the down payment and payment.

Frequently asked questions
What is the best city in Georgia to buy a rental property?
On public rent and price numbers, Macon, Augusta and Columbus lead. A year of HUD's FY2027 three bedroom Fair Market Rent equals 10.7% of the median home value in Bibb County, 11.2% in Richmond County and 10.0% in Muscogee County, against 5.5% in Fulton County. The specific house, its tax district and its condition decide whether it works for you.
Is Atlanta a good place to buy a rental property?
It depends on the county. HUD uses one $2,099 three bedroom rent for all 24 counties in the Atlanta metro, but Fulton County's median value is $458,800 and Clayton County's is $222,300. Clayton style counties carry a DSCR loan much more easily than Fulton.
How are rental properties taxed in Georgia?
Georgia taxes property on 40% of fair market value times the local millage rate, and rentals do not get the homestead exemption. In the 2025 digest the stack runs from 24.249 mills in Macon Bibb County to 40.538 mills inside the City of Savannah, roughly 0.97% to 1.62% of market value a year.
Can I get a DSCR loan on a Georgia rental?
Yes. Georgia is one of the 35 states where Pillar Mortgage Group places DSCR loans. The loan qualifies on the property's rent compared to its full payment, with ratios as low as 0.50, and no W2s or tax returns.
Which Georgia city has the highest rent for a three bedroom?
Outside the Atlanta metro, Savannah. HUD's FY2027 three bedroom Fair Market Rent is $2,185 for the Savannah area, against $2,099 for metro Atlanta, $1,672 for Augusta, $1,611 for Columbus, $1,610 for Athens and $1,560 for Macon.
Do I need to live in Georgia to buy a rental there with a DSCR loan?
No. A DSCR loan qualifies on the property's rent, so you can live in another state. First time investors are also allowed, with no primary residence ownership and no rental history required.
